The European Union first passed chemicals policy legislation in 1968 and a series of four pieces of legislation on:
- classification and labelling;
- marketing and use restrictions;
- new chemicals; and
- assessment and management of existing chemicals
formed the basis of European Union wide chemicals policy until the passage of REACH. Additionally, several European Union member states, as well as Norway, began to institute their own chemicals policy reform efforts to influence the REACH debate.
